Background
In 2016, the Water Services Department updated the long range Water System Master Plan to evaluate existing system infrastructure and identify capital improvements required to meet future projected needs of the City’s service area. The master plan includes a recommendation for up-sizing the City’s River Oaks water pumping station from its current pumping capacity of 500,000 gallons per day to 1.4 million gallons per day.
This water pumping station is located at the end of Ramsgate Court (see attached site map). The station delivers water directly to the City’s two Skyline Water Tanks which serve the water system’s north pressure zone and commercial areas such as Maryland Farms, Town Center, and shopping centers along Franklin Road as well as neighborhoods north of the Little Harpeth River (see System Info. map). Accordingly, funds were allocated in the department’s Capital Improvements Program, beginning in FY 2017 and continuing into FY 2018, for the design and construction of this project. Construction activity will be challenging as the station is in very close proximity to several homes in the area. The department staff, along with the City’s Community Relations Department, will work closely with the affected homeowners.
On May 31, 2018, the City accepted and publicly opened construction bids for the River Oaks water pumping station project. The City received two bids from area contractors with bids ranging from a low bid of $365,635.00 to a high bid of $384,454.00. The low bidder for the subject work was Cunningham Construction of Nashville, TN.
Cunningham Construction has successfully completed numerous projects for the City over the years, and are considered competent to complete this project. Therefore, it is the recommendation of SSR Engineers, the project engineer, and Water Department staff that the project be awarded to the low bidder, Cunningham Construction & Development, LLC in an amount not to exceed $365,635.00. This amount is within the department’s overall CIP budget for planned water projects. The project bid tabulation and contractor agreement have been attached for your consideration.

Staff Recommendation
Staff recommends approval of the agreement with Cunningham Construction.
