Background
Increasing traffic in southeast Brentwood, both from developments within city limits and from areas east and south of Brentwood, is causing this previously low-volume rural roadway to become more heavily traveled.  The current design of the roadway in terms of right-of-way width, shoulders, and horizontal/vertical curves necessitates eventual improvements to accommodate the increased volume and provide for safe passage of motorists.

This City of Brentwood project will include the widening of Ragsdale Road between the intersection with Split Log Road northward to a point approximately 900 feet northeast of GlenEllen Way (See attached map). The project will include the realignment of approximately 700 linear-feet of this segment, just north of the intersection with Split Log Road. The total project length is about 6,200 linear feet. The new and widened roadway will be a 3-lane curb and gutter road with a center turn lane and intermittent raised median. A 10-foot wide bike and pedestrian path behind a 5-foot grass strip will be included on one side, with a 6-foot wide sidewalk on the other side of the road if sufficient land is available.

In accordance with state law, staff selected the proposed engineering design consultant Alfred Benesch & Company via a Request for Qualifications process.  After a staff review committee reviewed all of the submitted qualification statements, Benesch was selected as the most qualified firm.  Staff then worked with Benesch staff to finalize a scope of work and negotiate an agreed upon fee.

This project is listed in the current City of Brentwood 2022 – 2027 Capital Improvements Program.  The scope for this project includes all aspects of analysis and design necessary to complete construction drawings and right-of-way documents, ready for bid and construction.  Acquisition of right-of-way will be the responsibility of the City and associated costs related to title search, appraisal, and purchase are not included in this contract.  A consultant for Construction Engineering and Inspection (CEI) services will be selected immediately prior to construction, so those services are not included in this agreement. 

The agreement and contract for this project are attached.  The total cost for this agreement is $540,347.15 and staff recommends approval.

Previous Commission Action
This project is listed in the current approved City of Brentwood 2022 – 2027 Capital Improvements Program. Ragsdale Road has previously been improved from the interection at Sunset, and southward to a point approximately 900 feet northeast of GlenEllen Way.  This project will extend the improved roadway section previously constructed, and complete the improvement of Ragsdale from Sunset Road to Split Log Road.

Fiscal Impact:
Engineering Services are budgeted in FY 2022. Funding for design, right-of-way and construction is provided by a combination of annual General Fund excess revenue being transferred to the Capital Projects Fund in FY 2022-2025, a general obligation bond issue in 2023, and the Public Works Project Fund.
