Resolution 2020-90 - Approval of Contract with Sessions Paving Company for Water Services Annual Roadway and Driveway Patching Repair Services

Background

Periodically, the Water Services Department, as part of normal operations and maintenance of the water and sewer system, requires the services of a roadway and driveway repair contractor to make repairs, typically from road and driveway cuts during water line leaks. The nature of these repairs needed by the Water Services Department differ from the larger-scale paving services both in scope and how contractors price the work. Therefore, the Water Services Department bids this “patch” work separately.

On August 27, 2020 the Water Services Department received proposals for these services. Four (4) proposals were submitted, with the lowest bid of $166,550.00 received from Sessions Paving Company. The project proposal form, incorporated into the contract by reference, includes an option to extend the contract for four (4) years if the City and the Contractor agree to the extension on a year-by-year basis.

The unit quantities included in the bid sheet are estimated amounts for each repair or improvement the City may perform throughout the year. Not all of the bid items or quantities will be utilized in the course of a contract year. The contract provides that the City is not obligated to the total dollar amount of the contract, and the actual amount spent in a year will be based solely on the amount of work authorized by the City but in no case over the bid amount of $166,550.00.

The bids received were as follows:

- Sessions Paving Company - $166,550.00
- BAC Paving Company - $181,694.00
- Josh Lefevre Construction Company - $182,260.00
- Pavement Restoration, Inc. - $198,320.00.

Sessions Paving Company is located out of Nashville and has been providing pavement services throughout the midstate area for the last 89 years. Sessions Paving Company was awarded this contract from 2015 – 2017 and has provided similar services to other municipalities such as Clarksville and Smyrna. After review of the company's equipment list and background references, staff recommends approval of the attached agreement with Sessions Paving Company.
