Background
The Police Department will move into the newly constructed police facility in the Spring of 2021.  This building has allocated space specifically designed for a firearm simulator system.  This technology allows Officers to train on decision-making scenarios pertaining to use of force including deescalation tactics.

This technology will replace our older "Ti" firearm simulator currently owned by the department, which will be submitted for surplus and disposal once the new system is operational.

The terms of this agreement include contract initiation payments, including a one time total cost of $7,570.00, which includes setup and training for $6,270.00 and shipping and handling for $1,300.00.  This cost will be paid with money budgeted for the HQ project in the Capital Projects Fund. 

Additionally, staff recommends a subscription option that provides for an Annual Recurring Payment of $47,718.79 which would be budgeted and paid annually from the Police operating budget.  Virtra refers to this as STEP (Subscription Training Equipment Partnership).  The annual subscription costs include all warranty and maintenance for up to 5 years.  Additional costs will not be incurred in this program unless we decide to add additional weapons outside the contract.  Although the quoted price is guaranteed up to five years, the City may terminate prior to the end of that period.  If the City is satisfied and remains with Virtra and this program at the conclusion of 5 years, the system could be upgraded and a new contract would be negotiated.

This training simulator will include two AR-15 drop-in kits with four magazines, two Smith and Wesson M&P 9mm weapons with six magazines, two X2 Taser weapons and two OC Canisters.  Additionally, this proposal will allow access to their entire library of scenarios.

Virtra is a sole source vendor due to technology exclusive to their system. The Police Department believes this particular technology is essential.  Virtra is the only subscription-based Law Enforcement simulation training program in the industry.  See sole source letter attached.

Staff Recommendation
Staff recommends approval of the upfront cost to procure this firearm simulator from Virtra.  Additionally, staff recommends approval to enter into a subscription agreement with Virtra to pay a guaranteed price of $47,718.79 annually for up to 5 years.
