Background
The Technology Department is seeking to purchase Microsoft Azure Active Directory from Dell.  Azure is an add-on to the Office 365 software suite currently used by the City.  The Technology Department manages several dozen software solutions for the various City departments.  Most of our software resides on servers located in the City’s two data centers.  Users' login rights to the software is managed by internal active directory (AD) servers. Active directory essentially serves as single source of software permissions and authorities for all users on the City's network so any changes can be made once instead of having to manage permissions and authorities across each software system. 

Over the last few years, a growing trend is for vendors to host software within their cloud servers.  A recent security audit by an outside vendor revealed the Azure platform to be a necessary improvement to better manage security of cloud-based software.  This will enhance control of city users' account access and passwords for those cloud-based solutions.  The Technology Department plans to have a copy of our AD in the cloud on Microsoft Azure.  As this is a part of the Office 365 suite, this will be an ongoing cost.

Staff recommends purchase of Azure Active Directory for Office 365 from Dell.

Fiscal Impact:
Azure Active Directory is an add-on to Office 365.  Office 365 renews April 30th and the proposed price is of $17,767.20 covers AD for all users until then.  Office 365 is priced per licensed email user per department.  The cost is $6.73 per user per month for a total $80.76 a year.  Each department will pay a pro-rata share of the service based upon the number of Office 365 user accounts they have.  Each department will need to budget for this expense in their operating budgets in subsequent years.
