Background

On February 24, 2020, the City Commission approved Resolution 2020-18 which authorized an agreement with Convergint Technologies for installation of a new access control system in all existing city facilities. At the time of this approval, staff indicated that a follow-up contract with Convergint would be presented later in the year to incorporate the new Police HQ facility into the city-wide system.

Over the last several months, Technology staff has been working with Police staff and the HQ design team to identify the various access control points in the new facility and the technical solutions needed for each. The proposed solution allows for segmentation of the new police building granting users access to different portions of the building depending on their work responsibilities.

The system will include several dozen card readers to cover doors and gates. Officers will be given printed badges and key fobs for the new system. Note that all associated back-end wiring, door frames, etc. needed to coordinate with the access control system are already part of the Police HQ construction plans.

The cost for this secondary contract with Convergint for the Police HQ facility is $139,844.36 and is being purchased through and governed by the same terms and conditions of the Sourcewell Cooperative Purchasing Agreement utilized for the original agreement. In addition to the contract price, staff is recommending City Commission authorization of up to a $20,000 contingency allowance (approximately 15%) should additional doors, devices, or security needs be identified during implementation of the new system.

Staff Recommendation

Staff recommends approval of Resolution 2020-87 - Authorizing Agreement with Convergint Technologies for Access Control System for PD Headquarters for $139,844.36 plus a $20,000 contingency allowance subject to written authorization from City staff.

Previous Commission Action

The Board of Commissioners approved the original access control installation agreement with Convergint Technologies via Resolution 2020-18 on February 4, 2020.

Fiscal Impact:

The cost for hardware, software, license, and installation services is $139,844.36. An additional $20,000 contingency funding authorization is requested if needed and would only be authorized in writing at the direction of city staff. As the server maintenance will be covered by the existing contract, there is no additional yearly fiscal impact.

Funding for this is included in the overall Police HQ project funding plan as reflected in the FY 2021 Capital Projects Fund budget.
