Resolution 2020-83 - Authorization to Acquire Easements Related to Raintree Parkway Trail Connector Project
Background
As part of the approval process for the Witherspoon development on Crockett Road, the internal trail network within the development was designed to provide four points of connectivity to adjacent neighborhoods as follows (map attached):
 
  1. Pedestrian crosswalk and sidewalk connection to Indian Point integrated into the design of the Crockett Road/Arrowhead Drive roundabout;
  2. Trail connection from Witherspoon along Crockett Road to the Aberdeen Drive/Crockett Road signalized intersection to provide access to the adjacent schools and Crockett Park.  This trail segment was funded by the Witherspoon developer since it directly benefited the residents of the new development.
  3. Trail connection to Ansley Lane at the southwest corner of the Witherspoon development to provide a connection point for the Oakhall subdivision.
  4. Trail connecting from Witherspoon to Raintree Parkway to provide trail access to the schools and Crockett Park from the existing public trail that runs adjacent to Raintree Parkway.
Items 1-3 above are complete at this time.  The Witherspoon developers have begun infrastructure work on the final sections of the development on the east side adjacent to the Raintree Forest neighborhood.  With the development of the trail network within this area of Witherspoon now underway, staff is preparing to proceed with construction of the connector from Raintree Parkway to Witherspoon.  This connector will be across open space area owned by the Raintree Forest HOA.  Staff has been coordinating the routing of this trail connector with the HOA, and a final alignment has now been agreed to.

This resolution will authorize the acceptance of the necessary temporary construction and permanent access easements across HOA property as reflected in the attached exhibits.  The easements will be dedicated by the HOA at no cost to the City.  The project is currently in the bidding phase, with the proposed contract award expected to be considered by the City Commission at its October 12, 2020 meeting.
Staff Recommendation
Staff recommends approval of the attached resolution.
Previous Commission Action
The City Commission authorized an engineering services agreement with Sullivan Engineering for design services related to this project via Resolution 2020-09 on February 10, 2020.
