Resolution 2019-88 - Amending an Agreement with Midwest Maintenance Inc. to Include Change Orders for Additional Work on the Slave Cabins at Smith Park
Background
Restoration work on the slave cabins at Smith Park began on August 19, pursuant to the agreement executed with Midwest Maintenance, Inc. on May 28, 2019.  This work includes the repair of deteriorated or missing brick, removal and replacement of baseboards, flooring, and the fireplace mantel, re-pointing the firebox in the fireplace, removal of crown molding, removal the electrical system, and other minor improvements.  The work is being overseen by the City's historic buildings architect, Jim Thompson of Centric Architecture in Nashville.  The budget for the project is $150,000, inclusive of design fees.

The initial phase of this work included removal of several building components (flooring, door casings, and masonry opening covers), as well as low-pressure cleaning of the exterior masonry.  This work uncovered previously unknown conditions, including exterior mortar tuckpointing that was so thin it washed out with cleaning, a deteriorated door frame and header, deteriorated frames in exterior masonry openings, and masonry below the flooring that requires brick relayment and tuckpointing (see attached photos).  All of these deficiencies are structural in nature and require correction to maintain the integrity of the building, and are recommended by Mr. Thompson.  The findings are similar to conditions found during the restoration of Ravenswood Mansion, but thankfully not as severe as those discovered during the detached kitchen project.

A portion of the additional work (west cabin interior masonry repairs below the floor) was accomplished through a combination deductive/additive change request that had no net additional cost and was approved administratively.  This allowed the contractor to continue work for an additional week and avoid a de-mobilization charge.  A re-mobilization charge is included in the attached change request number 10, as well as a portion of the work that the contractor was willing to do at-risk to avoid delay.

The attached change requests (numbers 5, 6, and 10; others have been rejected or approved administratively at no additional cost) would amend City of Brentwood Contract No. 2019-037 and authorize Midwest Maintenance to proceed with this additional work at a cost of $32,359.  In addition to this amount, staff recommends approval of a $10,000 owner's contingency to cover any additional unanticipated costs.   The total project cost, inclusive of contingency, would be $170,639.  This amount exceeds budget by $20,639, which is expected to be covered by other project savings in the Capital Projects Fund.

Staff Recommendation
Staff recommends approval of Resolution 2019-88, which includes change requests totaling $32,359 from Midwest Maintenance, Inc., plus approval of a $10,000 contingency to cover any additional unforeseen expenses.   
Previous Commission Action
Resolution 2019-56 - Approval of an Agreement with Midwest Maintenance, Inc. for restoration of the slave cabins at Smith Park.  The total cost of the agreement was $107,280.
