Background
As the Brentwood Fire & Rescue Department continues to improve and expand its role as an all-hazards response agency, the equipment we carry must be reliable, flexible, and expandable in order to handle the variety of incidents to which we may be called.

One of the most common types of incidents to which we respond involve MVAs, or motor vehicle accidents.  With the amount of traffic in Brentwood and I-65 bisecting the city, incidents like these of varying degree occur almost daily. 

One of the most import tasks when we arrive on the scene of a vehicle crash, particularly one in which the vehicle has overturned, is to stabilize the automobile to prevent further harm to the occupant, EMS crew, and firefighters alike.  This is done using a system of stabilizing struts and anchors.

Currently, Brentwood Fire & Rescue uses a strut system that is nearly twenty (20) years old.  While it has served us well, the system is limited in its flexibility and new technology has rendered it obsolete. For this reason, Brentwood Fire & Rescue included funding in the FY-2019 Operating Budget to replace the current set with an enhanced system capable of both stabilizing and lifting overturned vehicles. The lifting capability can prove essential if an individual is pinned or partially pinned beneath an automobile, and is something that our current system is not capable of.

Because the struts are part of a larger overall system, it was necessary to specify Res-Q-Jack, our current manufacturer, to ensure interoperability and consistency with existing equipment.  Specifications were prepared for a Res-Q-Jack Apex Strut 4-Point Deluxe Stabilization/Lifting Strut System and sent directly to two (2) potential vendors.  Notice of the solicitation of bids was also published in the Tennessean as well as on the City’s website.  Since Res-Q-Jack has established sales territories within each state, it was understood that the number of bidders would be limited.

Only one (1) bid was received. This bid was provided by Municipal Emergency Equipment, a national vendor with whom Brentwood Fire & Rescue routinely does business, with a total price of $10,950.00.  This quote is to provide a complete deluxe stabilizing and lifting system in addition to all straps, chains, hooks, and other related hardware.
