Resolution 2018-80 - Approval to Contract with Precision Concrete Cutting to remove sidewalk trip hazards.
Background
Sidewalk displacement (shifting) can lead to dangerous and potentially costly trip hazards.  While sidewalk displacement occurs naturally and is a common form of deterioration, there are several methods used to remediate trip hazards once identified.  The most costly and disruptive is complete removal and replacement.  Concrete lifting can be a useful tool in some cases, but often requires adjusting several squares to fix a single displacement.  Grinding the lifted edge is popular, however the process is usually done dry and can be very dusty.  While water can be added to suppress the dust, this leaves a very messy slurry and the finished product looks scarred and rough.  Meanwhile, the patented process of horizontal cutting with dust containment has been developed to quickly repair specific areas of displacement, using a clean and cost effective method that leaves a nice smooth finished edge.  Most importantly, all horizontal cuts are precisely measured to ensure an ADA compliant repair.

Precision Concrete Cutting is the only firm currently using this specific method of addressing displaced concrete, and while it isn't the best solution for all forms of displacement remediation, we believe that it is a cost effective way to solve a large percentage of our displacements.  Precision Concrete Cutting is a patented process making them a sole source provider.  They have franchise operations throughout the country. 

Staff recommends approval of up to $15,000 to be spent in FY 2019 with Precision Concrete Cutting to resolve existing sidewalk displacements.  Staff has already identified a number of locations around the city to perform this work.  The performance of Precision Concrete Cutting on this initial effort will be used as a trial to determine whether additional work may be done using this method in the future.

Staff requests a not to exceed amount of $15,000 to begin identifying priority sidewalk displacements and repairing them using a horizontal saw cutting process with Precision Concrete Cutting.  Funds are available in the approved General Fund budget for this work.
