Approval to purchase optic-ready duty handguns
Submitted by: Jimmy Campbell, Police
Department: Police

Information
Subject
The Police Department is requesting approval to purchase optic-ready duty handguns.
Background
Transitioning to handguns with “Red Dot” optics/sights is a non-routine goal/objective of the Police Department for this fiscal year. In order to utilize a red dot sight on a duty handgun, officers must first have a handgun that accepts a red dot sight.  In order to keep costs down, yet still have an optic-ready duty handgun, staff elected to keep the same Smith & Wesson M & P duty handgun platform.  This allows us to utilize the same armorers tools, requires no additonal training on the handgun itself and maintains the same cleaning and maintenance procedures as our current handguns.  Smith & Wesson has only three vendors who can service Tennessee Law Enforcement agencies.  The Department solicited bids from all three of these vendors and specified they offer trade-in value for the current inventory of duty handguns. The bids received for 75 guns are as follows:
Vendor Bid Details Net Cost
Bud's Police Supply $438.50/gun with a trade-in value of $250/gun $14,137.50
Clyde Armory $443.59/gun with a trade-in value of $272/gun $12,869.25
Shoot Point Blank $465.05/gun with a trade-in value of $300/gun $12,378.75

Staff recommends accepting the lowest bid after trade-in provided by Shoot Point Blank.
Staff Recommendation
Staff recommends approval to accept bids and move forward with the purchase of optic ready duty handguns.
