Resolution 2021-97 - Authorization to Apply to Nashville Area MPO for Federal Coronavirus Response and Relief Supplemental Appropriations Funds (CRRSAA) for Maryland Farms Pedestrian Improvements. 
Background
The Coronavirus Response and Relief Supplemental Appropriations Act brings approximately $8 million in anticipated federal funds to the seven-county Nashville metropolitan planning area. Staff is proposing submission of an application through the Metropolitan Planning Organization (MPO) call-for-projects to request use of these funds for pedestrian improvements in the Maryland Farms area. The funds must be obligated by Sept. 30, 2024 and do not require a match. Eligible project types are fast track projects that include elements of roadway safety, pedestrian safety, ADA improvements and technolology upgrades. Award announcements are expected September 15, 2021. 

In July 2018, the Federal Highway Administration updated the Guide for Improving Pedestrian Safety at Uncontrolled Crossing Locations. The guide states “by focusing on uncontrolled crossing locations, local and state agencies can address a significant national safety problem and improve quality of life for pedestrians of all ages and abilities.” The document also cites benefits to economic development, healthier lifestyles and improving community values.

Based on this guidance the funding priorities for use of the COVID relief funds, staff is proposing a Crosswalk Enhancement project benefitting the Maryland Farms complex, the heart of the Brentwood business community, that was significantly impacted by COVID-19. The project will include sight distance improvements, crosswalks, advanced signage, ADA ramps, sidewalks, landscaping, and a walkability audit to ensure applicability of selected measures to the specific locations.

The intersections of West Park Drive and Cadillac Drive, and Brentwood Boulevard and Cadillac Drive are proposed for these improvements. Office space to the west and east, and retail along Cadillac Drive has provided a pedestrian demand to popular restaurants, grocery, retail, and athletic services.  A new sidewalk will be added along Westpark Boulevard for pedestrian connectivity to the intersection and sidewalk to the south at Maryland Way.  Improvements at crossings along various drive entrances to/from Cadillac Drive will be included, and it is staff's intent to include improvements at the intersection of Cadillac Drive and Penn Warren Drive if funds permit.  Each of these improvement intersections, while not large in overall scope, will contribute to an improved business community experience for employees and visitors.  The projected cost of these improvements is approximately $350,000 and the funding formula is 100% federal funds with no local match required.

The proposed improvements also enhance economic development and are in a business community directly impacted by COVID-19. The City of Brentwood has long been a proponent of pedestrian connectivity with multiple trail systems, sidewalk projects and ADA improvements and appreciated the opportunity to request funding for this project.

Staff recommends approval the attached resolution authorizing staff to proceed with a formal application for funding through the MPO.

Approximately $351,000.00 is being requested for this improvement as part of the application. After award any cost overruns would be mitigated with scope revisions and/or local funds already allocated for bike and pedestrian projects.
