Background
Included in the FY 2022 Community Relations budget is $10,000 for video production services for the City of Brentwood.  In addition, another $10,000 is in the FY 2022 Brentwood Police and Brentwood Fire and Rescue budgets for video production services.  Over the past several years, staff and the City Commission have placed greater emphasis on the use of videos to advertise and inform residents about various city services and events.  However, the professional production requirements for many of these videos goes beyond the time and equipment resources available to City staff.

The City issued a Request for Proposals for video production services on March 5, 2021.  A pre-proposal meeting was held at Brentwood City Hall with the City Manager and the Community Relations Director on April 16, 2021, where four companies were present to ask questions.  The City received and opened six sealed proposals on April 30, 2021.  The competitive proposals range in price, per video, from the lowest of $1,275 to the highest of $20,100.
 
The ten basic components vendors were asked to include in each video price includes all creative consulting/pre-production, conception planning (all script writing when necessary), all production crews, equipment, and supplies, all editorial services and equipment and music/sound effects licensing and fees for each video, stock footage, photo fees and graphics, set-up shoot in one (1) location, interview up to two (2) people and shooting various b-roll video, drone video, use of various video/pictures provided by the client, edited video story length of 1-3 minutes, two (2) revisions after initial edited video is sent for approval, finished production including color correction and mastering for both audio and video files, and a closed captioning file.  Those prices for all those items per company are listed below.

Vendors were asked to also list prices for optional or add-on services which include an extra day for shooting an interview or extra b-roll, three or more interviews per story, a video exceeding three (3) minutes in length (price per minute), an additional revision past two (2), video editing only (per hour rate), live stream producing (per hour rate), teleprompter and a two-camera shoot.  Those prices for all those items per company are listed below.

The City of Brentwood Community Relations Director reviewed the proposals for quality of work, credentials, and experience.  Video Story Productions was selected as the most responsive and responsible company for the desired contract based on their business experience, consistency in video and audio quality, overall affordability and their Brentwood, Tennessee-based location.  Owner and Creative Director Nick Paranjape has worked as a vendor with the City for the past four years.   His company has helped produce more than 35 video stories on the City’s YouTube channel, website, and other social media sites.
 
This procurement process was structured as a Request for Proposals rather than a competitive bid because of the somewhat subjective nature of the review and selection process, which is focused on experience and quality of product and not just price.  While one other firm submitted a proposal with a lower per-video cost, the quality and work experience of Video Story Productions outweighs the small pricing advantage of the lowest-price firm.

Staff Recommendation
Staff recommends approval of the attached resolution awarding the contract for the City’s video production services to Video Story Productions, based out of Brentwood, for a not-to-exceed cost of $20,000.  If awarded, the contract will supply the City with approximately 11 standard video productions for FY 2022.
