Background
The FY 2021 Capital Projects Fund budget includes funding for initial design services related to the planned construction of Fire Station #5 on property owned by the City on Split Log Road.

Staff recently solicited statements of qualifications from architectural design firms for these services.  A total of fifteen (15) firms responded to the RFQ.  A committee consisting of the City Manager, Fire Chief, Assistant Chief, and several members of the Fire and Rescue Department reviewed the submittals and selected five firms to invite for in-person interviews.  Following the interviews, the review committee consensus decision was to recommend the firm of TMPartners, PLLC for these design services.

TMPartners is a Brentwood based firm with extensive experience in the design of fire stations and other public safety facilities.  Examples of recent TMPartners projects include the following:
  • Williamson County Emergency Services Station 24
  • Nashville Fire Stations 32 and 37 (currently under construction)
  • Nashville Fire Stations 3, 19, 30, 31 (completed)
  • Williamson County Public Safety Center
  • Nashville Midtown and West Police Precincts
  • Nashville Madison Police Precinct and Crime Lab
The sub-consultants on the TMPartners proposed design team include the following:
  • Stanley D. Lindsey and Associates - Structural engineering services
  • IC Thomasson Associates - Mechanical, electrical, and related engineering services
  • Barge Cauthen & Associates - Civil engineering services
  • EDGE - landscape architecture services
  • ECS - Geotechnical services
  • The Parent Company - Cost estimating services
  • New South Associates - Archaeology assessment services

The proposed scope of services for this Phase 1 agreement is structured similar the process used in the design of the Police Headquarters project currently under construction.  These Phase 1 tasks include:
  1. Space Needs Analysis and Program Development
  2. Site Evaluation
  3. Schematic Design, to include floor plans, building elevations, site plan, and furnishing plan
  4. Cost Estimating and Project Schedule Development
The schedule calls for this phase of work to be complete in early calendar year 2021.  The goal is to have a more refined facility plan and project cost estimate for consideration as part of the FY 2022 CIP planning discussions.  If the decision is to move the project forward with construction beginning in FY 2022, then a Phase 2 design services agreement would be initiated that would include design development services, construction design services, bidding assistance services, and construction administration services.  Selection of a construction management firm would occur at this same time.

The total proposed costs for the Phase 1 services is $107,800.  If you have any questions, please contact the City Manager or Fire and Rescue Chief.
Staff Recommendation
Staff recommends approval of Resoution 2020-79 authorizing a Phase 1 design services agreement with TMPartners for Fire Station #5.
