Background
The Fire & Rescue Department is requesting City Commission confirmation of an emergency repair of Engine 54.

Engine 54 was sent to Emergency Vehicle Specialists (EVS)/ G&W Diesel in mid-July to have the CAFS (Compressed Air Foam System) serviced as well as to address other issues such as bad switches and relays, a leaking valve, and shorted out lighting.
The CAFS on this apparatus is integrated into the pump.  When the CAF System malfunctions, it can prevent the apparatus from pumping properly.  Essentially, this can prevent the Engine from pumping water and foam when the system is engaged.  This can obviously be dangerous to the firefighters on the end of the line and can lead to additional property damage due to an inability to put a hose line in service properly.

The CAF System requires periodic service.  However, once EVS/G&W began working on the apparatus they found several components within that system that were malfunctioning including the Husky master control module (the “brain”), flowmeter, and controller.  In essence, they had to rebuild and upgrade the entire system from Generation 1 to Generation 2.  The cost for this alone was approximately $11,000 including labor.  Total cost for all repairs was $16,433.32.  In order to minimize the time required to return this apparatus to service, staff authorized the repair shop to proceed.  Repairs were completed July 31, 2020.

EVS Mid-South/G&W Diesel in Nashville is the local Pierce vendor and the only company in the mid-state that does this type of work on Pierce emergency vehicles.  They are the dealer we use for a vast majority of our apparatus maintenance as well as the vendor from whom we acquire our new fire apparatus via cooperative purchasing.  EVS Mid-South/G&W Diesel is currently listed on the City’s “Over $10,000” list, however this single repair is substantial enough that we felt it prudent to bring before the City Commission separately given the existing vendor limit on that list.
