Background
The Water Services Department’s Capital Improvements Program for the current fiscal year includes replacement of approximately 6,400 feet of mostly 8-inch and a small section of 10-inch plastic water line with a 12-inch ductile iron pipeline which will connect to a 12-inch line installed along Franklin Road and a 12-inch line that exists within Mallory Park. 

This project was identified in the department’s Water System Master Plan (WSMP) to improve hydraulics in this area and provide for the ability to meet increased water system usage demands in the southeast portion of the system.  Ultimately, as identified in the WSMP, a 12-inch connector line will need to be installed from the 12-inch line in Mallory Park area to the 12-inch line located at the Primm property on Moore’s Lane (see attached map).     
 
On July 30, the City publicly opened construction bids for this work.  Eleven contractors submitted bids for this project ranging from the low bid submitted by W&O Construction Co., LLC in the amount of $1,641,900 to a high bid of $3,061,327.  Bids were very close with seven bids being within $65,000 of the low bidder.  W&O Construction recently completed the Moore’s Lane sewer force main project and staff was very pleased with their performance on that project. 

Accordingly, staff is recommending an award to W&O Construction in the amount not to exceed $1,641,900 which includes a 5% contingency allowance.  The contract amount is within the amount budgeted in the department’s Capital Improvement’s Plan for FY 2021.  If approved, construction is slated to begin this fall.
