Background
The Water Services Department’s Capital Improvements Plan for the current fiscal year includes replacement of approximately 475 feet of four-inch gravity sewer pipe that has been very problematic as a result of its being over 35 years old and being undersized for the number of customers connected.  The replacement pipe will be eight-inch PVC and meet current code for size and material to provide better service and less maintenance.  The section of pipe is located along Wilson Pike Circle in front of the Enterprise Rental and Shaub Construction businesses (see attached map).  Staff and the contractor will work closely with the business owners to minimize disruption as much as possible.    
 
Additionally, a smaller project that has been targeted under the department’s sewer lateral rehabilitation program is to replace an aging and problematic service line that connects two businesses located at 7024 and 7028 Church Street (near Momma Nik’s Cheesecake).  This replacement is very challenging as it is deep, requires excavation in a very busy section of the City and within TDOT right of way and was added to the Wilson Pike Circle sewer project scope.  Work on this replacement project will be performed at night to minimize disruption to Church Street traffic. 
 
On July 23, 2020, the City publicly opened construction bids for this work.  Three contractors submitted bids for this project ranging from the low bid submitted by JSJ Construction, LLC in the amount of $274,065 to a high bid of $316,905.  Note that JSJ’s submitted bid form contained a $750 math error.  The corrected amount resulted in the bid amount of $274,065.00 as certified by the project engineer.  JSJ Construction is considered competent to complete this project.  They were the City’s contractor for the recent Devens Drive water line replacement project and performed well in staff’s judgement.  Accordingly, staff is recommending an award to JSJ Construction, LLC in the amount not to exceed $274,065.00 which includes an approximate 8% contingency allowance. 

The cost of work associated with the Wilson Pike Circle project is anticipated to exceed the department’s CIP budget for this project by approximately $20,000, but is expected to be easily absorbed in the overall Water Services CIP budget for the fiscal year.  If approved, work is anticipated to begin in September.
