Resolution 2020-80 - Adopting the John P. Holt Brentwood Library Strategic Plan

Background

After successfully completing the Library Strategic Plan adopted by the City Commission in 2015, the staff worked with the Library Board to establish a Strategic Planning Committee to shepherd the process of developing a plan covering the years 2020-2024.

Requests for consultant qualifications were solicited and responses were received from three firms. After interviewing the three firms, the Committee chose Library Strategies, LLC, located in St. Paul, Minnesota, the same firm used for the 2015 Library Strategic Plan. A contract was executed between Library Strategies, LLC and the City of Brentwood on January 17, 2020.

Library Strategies completed a thorough evaluation of existing Library facilities, policies and statistics to assess the efficiency and effectiveness of current operations. Stakeholder interviews were conducted, and the Holt Fund community survey was reviewed for the residents' opinions on the Library and any improvements they would like to see in the future. This information was utilized to determine the topics to discuss in a stakeholder retreat that was conducted on Friday, March 6, 2020 at the Library.

The information and input gathered through the above efforts allowed Library Strategies to develop the 4-year Strategic Plan that is attached to this report. Areas covered by the plan include policies, programming, space utilization, technology, community outreach, and revenue enhancement. The draft plan is recommended for approval by staff and the Library Board.

Adoption of the Strategic Plan does not obligate the City to the expenditure of funds for any projects or programs. As projects and programs are identified to further the goals of the Strategic Plan, cost estimates will be generated and City Commission approval will be obtained consistent with Brentwood's budgeting and purchasing policies.
