Information
Subject
Resolution 2020-67 - Approval of Contract with Precision Concrete Cutting for Sidewalk Repairs
Background
Sidewalk displacement (shifting) is a naturally occurring phenomenon. This can lead to dangerous and potentially costly trip hazards.  While sidewalk displacement occurs naturally and is a common form of deterioration, there are several methods used to remediate identified trip hazards.  The most costly and disruptive is complete removal and replacement.  Concrete lifting/leveling can be a useful tool in some cases, but often requires adjustment of several squares to fix a single displacement.  Grinding the lifted edge is also popular, however the process is usually done dry and can be very dusty.  While water can be applied to suppress the dust, this leaves a very messy slurry and the finished product looks scarred and rough.  However, the patented process of horizontal cutting with dust containment has been developed to quickly repair specific areas of displacement, using a clean and cost effective method that leaves a nice smooth finished edge.  Most importantly, all horizontal cuts are precisely measured to ensure an ADA-compliant repair.

Precision Concrete Cutting is the only firm currently using this specific method of addressing displaced concrete, and we believe it is a cost effective way to solve a large percentage of our sidewalk displacements. Precision Concrete Cutting is a patented process making them a sole source provider.  They have a franchise of operations throughout the country.

Staff recommends approval of up to $20,000 to be spent in FY 2021 with Precision Concrete Cutting to resolve existing sidewalk displacements.  Staff has already identified a number of locations around the City to perform this work.  The performance of Precision Concrete Cutting on previous work within Brentwood has been handled professionally and in a timely manner.

Please direct any questions to the Public Works Director.

Fiscal Impact:
While this approval is for up to $20,000 with Precision Concrete Cutting, staff does not anticipate spending the entire amount but would like the flexibility to address potentially hazardous and costly sidewalk trip hazards as they are identified throughout the fiscal year.  Funding for these services is available in the bike and pedestrian project in the Capital Projects Fund.
