Approval of Change Order with Civil Constructors for Additional Work Related to Construction of the Roundabout at Crockett Road/Green Hill Blvd.
Background
The City Commission approved a contract with Civil Constructors at the August 14, 2017 meeting to construct a roundabout at the intersection of Crockett Road and Green Hill Blvd via Resolution 2017-59. The total original contract price was $955,025.00.  The work also included relocation of a City of Brentwood water line.  The project is now complete and we have received the final pay request from the contractor.  The final pay requests exceeds the originally approved contract amount therefore a change order is necessary.

While there was a cost savings of $46,993.00 on the water line portion of the work there was an increase in the cost of work on the roadway portion of $55,348.31.  The net result being a overall contract cost increase of $8,355.31.  

We anticipated this project would be challenging to construct while keeping the roadway open and excessive rainfall this past spring resulted in additional work and material needs that contributed to the increase.  Below are some specific increases in materials that resulted in higher costs:
  1.  Additional base stone used to dry up wet saturated areas. This stone was removed and replaced four times during construction due to rain on graded stone.  Approximately 900 tons of additional stone were required.
  2. Additional A mix asphalt of approximately 275 tons used to bring up the sub-grade instead of using rock to avoid more closures if the rock got wet while it was exposed.  
  3. Additional B mix asphalt of approximately 350 tons used like the A mix to get to grade without removing existing asphalt and exposing the subgrade all due to the chance of wet weather causing more closures and wet subgrades.
  4. Additional topping to finalize the roadway and for additional bike trail repairs due to extra water line needing to be laid through the bike trail on the east side of the project
Staff has monitored the work and reviewed material usage closely throughout the project and concurs that the change order is necessary.  Therefore staff recommends approval of the change order in the amount of $8,355.31.

Fiscal Impact:
While the cost of this specific project exceeds the originally budgeted amount there are projected savings in the Capital Projects Fund on other projects that are expected to offset the increase.  Therefore, adequate funds exist to cover this change.
