Resolution 2018-58 - Proposal from Alfred Benesch & Company for design and bidding services for the repair and resurfacing of the Wildwood Valley Drive bridge.

Background

The Wildwood Valley Drive bridge over the Little Harpeth River was constructed in approximately 1970 in Williamson County. The area was later annexed into the City. With an estimated age of approximately 50 years, the bridge remains in good condition. However, it is in need of attention at this time to preserve the condition of the structure as well as repair some deteriorated areas.

Alfred Benesch & Company ("Benesch") is a national engineering firm with offices in Brentwood and Nashville. They have a strong reputation specifically with regards to bridge design, and recently provided bridge engineering services for the Sunset/Ragsdale project. In March of this year, staff contracted with Benesch to conduct an inspection of the bridge and to provide recommendations for any needed repairs. A copy of the inspection report dated April 17, 2018 is attached. Benesch has provided a proposal to assist staff with design engineering services for the development of construction plans necessary to bid out the identified bridge repair work. The project entails the development of plans and bid documents to advertise for the repairs identified in the inspection report and to assist staff with managing the work.

The proposal includes temporary signalized traffic control to facilitate the bridge work yet allow one lane to remain open, as well as equipment access, pavement/striping work, erosion control plans, a community meeting, site visits, and bidding services.

It is staff's position that Benesch is best suited to perform this work and is recommending approval to enter into this agreement. This project is included in the approved Capital Improvement Program.

Staff Recommendation

Staff recommends approval of this Professional Services Agreement with Alfred Benesch & Company in the amount of $40,424.00 for assistance with the design and technical aspects of this contract. Current construction estimates are projected to range anywhere from $160,000 to $200,000.

Fiscal Impact:

The FY 2019 Capital Projects Fund Budget allocates $200,000 for repair to the Wildwood Valley Bridge. Until construction costs are obtained through a formal bid letting, it is difficult to forecast how much this work will actually cost. The design costs are approximately 20% of the budget, which is a little higher than originally projected. However, we believe the cost provided by Alfred Benesch & Company to be fair for the proposed work.
