Approval for Purchase of 3-D Laser Scanner for the Police Department.
Background
For the past several years PD has been without a usable device to capture measurements at crime and crash scenes. The existing device, which was used only for vehicle crash investigations, has become outdated and is not currently under warranty. Additionally, the staff members who used the current device have all either retired, left BPD or moved into other positions inside the department.

Without a laser or some other electronic measuring device, officers are forced to complete scene measurements by hand. This process typically involves at least two personnel and can take a considerable amount of time to complete. During a crash investigation, this scenario typically can result in lengthy road closures and delays in completing at scene investigations.  To address the need for a replacement, staff determined that a more flexible device that could be used by both Patrol/DET for traffic crash investigation and Criminal Investigations for crime scene investigation offered the most benefits to the department at the lowest possible cost.

Staff conducted research and an onsite demo and identified the FARO Focus 150 as the best fit. The Focus 150 provides a lightweight, portable, and easy to use laser scanning solution. It is designed to capture both interior and exterior scenes and has the ability to record millions of measurements in minutes. The accuracy of the device is within +/- 1mm which is far more accurate than hand measurements. It offers the ability to analyze data in the “3D point cloud” weeks or months after the incident occurred. The device has the additional capability to be used in a criminal prosecution by providing the members of a jury with the ability to view a digital 3D version of the scene as it appeared at the time of the incident. The man-hours required to complete this type of reconstruction or rendering, when completed by personnel, is extensive when compared to using the technology offered by the FARO.

The FARO 150 is designed to be quickly deployed to an incident scene. Set up is fast and scanning occurs within a matter of minutes. This device will allow staff at a crash or crime scene to focus on other aspects of the event such as witness interviews and documentation of evidence while the device is taking measurements. The device is designed to scan an area of approximately 150 feet.

The FARO Focus 150 will be purchased under the GSA contract. Both federal and state law provide that local governments may purchase from the GSA under Schedules 70 and 84. Schedule 70 is the schedule for a wide variety of information technology products and services. Schedule 84 is used for the purchase of security and law enforcement equipment.  This vendor/product is listed under Schedule 84. The purchase price is $84,467.59 which includes a $3,990.70 discount for the trade-in of the existing device. Funds were budgeted in the FY 18/19 budget for the purchase of this equipment. The pricing is slightly higher than the $80,000 budget amount. The purchase includes all accessories and software needed to deploy, operate, and store the device. It additionally includes five days of training for staff members who will be using the device.
