Background
The Fire & Rescue Department requests approval to purchase two (2) custom fire apparatus as planned for FY 2022 in the FY 2022-2027 CIP, and funded via the FY 2022 Equipment Replacement Fund budget. These fire pumper apparatus will be identical in design, with one being assigned to Station 1 in Maryland Farms and the second to be assigned to the new Station 5 upon its opening.  The Engine to be housed in Maryland Farms will replace a 2010 Pierce pumper with 86,000 miles as part of our long-term apparatus replacement plan. This existing pumper will be retained for use in reserve status. The second Engine, Engine 55, is a new (initial) purchase.

The Fire & Rescue Department began utilizing a purchasing cooperative to acquire new apparatus in 2010. Through this process, Pierce Manufacturing has consistently provided the lowest and best bid.  Given our successful history with cooperative pricing, and the reliability experienced with our Pierce fire apparatus, the Fire & Rescue Department proposes to once again take advantage of this process to purchase these two apparatus.

Pierce offers discounts through two purchasing cooperatives; H-GAC (Houston-Galveston Area Council), a purchasing cooperative based in Texas, and FireRescue GPO, a program of NPPGov.  The City of Brentwood is a member of both and is therefore able to take advantage of group purchasing concessions that reduce the base bid price of the apparatus.

A second discount is offered for a making partial pre-payment of approximately 50% when the order is placed. Performance bonds provided by the manufacturer protect the City in cases where pre-payment is made ahead of delivery. This would result in an additional savings of $26,545.00 combined between the two Engines, which reduces the total cost of the two apparatus to $1,719,445.52.

Brentwood Fire & Rescue currently has four (4) Pierce fire apparatus in the fleet.  The Department has been extremely pleased with the performance as well as the responsiveness from both the manufacturer and service provider. Pierce Manufacturing is based in Appleton, Wisconsin, where it began manufacturing municipal fire apparatus in 1913. Pierce is considered an international leader in the manufacture of fire apparatus. The company has a local sales representative and a warranty and repair facility in Memphis with mobile service available to respond to our location. Pierce also offers a competitive timeframe from order to delivery of 12 months, dependent upon availability of raw materials. 

The price for these two Engines includes the apparatus price plus an allowance for tools and equipment from the manufacturer that are necessary to perform basic rescue and fire suppression functions.

Fiscal Impact:
The total purchase price is $1,719,445.52.  Funds were budgeted in the FY 2022 Annual Budget in the amount of $1,680,000, inclusive of $483,000 of a State grant that was allocated to the Equipment Replacement Fund for the Fire Station 5 apparatus purchase.  With the recent national increase in steel and other raw materials prices, the purchase price now exceeds the budgeted amount by $39,445.52.  If savings in other Equipment Replacement Fund purchases do not make up this difference, a year-end budget amendment will be required.
