City Commission approval to purchase one complete Vision Video Detection System (4 cameras) from Southern Lighting and Traffic Systems.

Background

Staff maintains both loop detector and video detection systems for traffic signal management. Detector loops average $3,500 each and are specifically located to monitor individual lanes of traffic. In many cases an intersection may utilize between 4 and 16 different detector loops, each with buried wires running back to the traffic control cabinet. Detector loops are not as resilient when compromised by road or utility maintenance, whereas video detection systems allow better coverage and versatility in managing traffic.

Staff recommends the purchase of a spare Video Detection System for inventory. The previously inventoried system has been installed to replace detector loops at Franklin Road and Williamsburg Road. The installation of a video detection at that location has helped staff better manage traffic flow related to peak times in this heavy traffic area.

Vision Video Detection Systems are only able to be purchased through one distributor in our area; therefore, this is a sole source purchase not requiring competitive bidding. One Vision Video Detection System (4 cameras) costs $23,650.00, which is a planned expense within the Traffic Signal budget of the Capital Projects Fund.

Staff recommends the purchase of a single Vision Video Detection System through Souther Lighting and Traffic Systems.
