City Commission approval to purchase four Cobalt Traffic Controllers from Southern Lighting and Traffic Systems.
Background
The City of Brentwood maintains Cobalt traffic controllers from Econolite at each signalized intersection.  These controllers are computers that act as the brains of the traffic signal, storing all the programmed signal timing plans, etc. The consistent use of one controller type helps with staff familiarity and increases efficiency while reducing necessary inventory for when a controller fails. 

Historically, our older Cobalt controllers could be sent back to the manufacture for repairs.  Unfortunately, the existing older devices are no longer rebuildable. Therefore, we are recommending the purchase of four spare units for inventory in the event of an issue.  These inventory controllers will be used to reestablish function at a signalized intersection should the existing controller fail.  If all four inventory controllers have not been installed by the end of the fiscal year, they will be installed as part of a systematic replacement plan for aging controllers.  The most common types of failures for controllers are related to heat within the traffic cabinet accelerating deterioration and storm damage typically related to a lightning strike or power surge.

Cobalt traffic controllers from Econolite are only available through one distributor in Tennessee, Southern Lighting and Traffic Systems. Therefore, this purchase is a sole source purchase where competitive bidding is not required.

Public Works is recommending the purchase of four Cobalt traffic controllers at $2,650.00 each for a total cost of $10,600.

Public Works is recommending the purchase of four Cobalt Traffic Controllers at $2,650.00 each for a total impact of $10,600.  Sufficient funds for this purchase are included in the Traffic Signal Upgrades line item in the FY 2022 Capital Projects Fund adopted budget.
