City Commission Approval to Purchase a John Deere 5090E tractor with a cab, 4-wheel drive, and an Alamo Brahma side mounted mower/bush hog from CMI Equipment Sales Inc., off the State Contract.

Background

The Public Works Department uses large tractors like this to rough-cut mow (bush hog) along the sides of roads, especially in undeveloped areas of town. Additionally, there are some open spaces that the City is responsible for rough-cut mowing. These machines are also used to cut back roadside vegetation like trees and bushes a few times per year.

The current tractor is a 2009 New Holland T-6020 that will most likely be given to either the Water or Parks Department. If it is not needed by either department, it will be surplussed and auctioned off once the replacement is delivered. Staff proposes to replace the tractor with a John Deere 5090E tractor with a cab, 4-wheel drive, and an Alamo Brahma side mounted mower/bush hog from CMI Equipment Sales Inc., off the statewide contract.

The Equipment Replacement Fund currently allocates $74,539.00 for this replacement, and while current contract price is nearly $14,000 over the allocated amount, staff is recommending the approval of this State contract purchase now to take advantage of current contract price. Staff has good insight that effective on August 1, 2021, the new contract price will increase by approximately $20,000 for this same machine.

Staff Recommendation

Staff recommends approval of this State contract purchase now to take advantage of current contract price before an expected increase in August.

The Equipment Replacement Fund currently allocates $74,539.00 for this replacement, while current contract price is nearly $14,000 over the allocated amount, staff is recommending the approval of this State contract purchase now, to take advantage of current contract price. We have good insight that effective on August 1, 2021, the new contract price will increase by approximately $20,000 to well above $100,000 for this same machine. The $14,000 overage is expected to be absorbed through savings on other Equipment Replacement Fund purchases in FY 2022.
