Background
As part of the development of the new Police Headquarters Facility on Heritage Way, a communication fiber network expansion is required to service and connect the facility to the city-wide fiber optic network.  Given the critical nature of this facility, it is necessary to establish a redundant or "looped" system of communication whereby the building is served from two directions.  Please see the attached routing map.

The southern portion of the loop will start with a connection into the existing fiber system near the intersection of Concord Road and Knox Valley Drive. A new fiber line will be trenched along Heritage Way to the area of Tower Park, where it will then run to the east and follow the existing trail behind the Williamson County Sports Complex. From there, it will connect to the Police Headquarters on the south side of the new building.  The redundant northern segment of the fiber system loop will connect the Police Headquarters on the north side of the building to a new fiber line that will cross Heritage Way, The Heritage at Brentwood's property via a recently obtained easement, and from there to I-65 where it will connect to an existing city fiber line that runs along the I-65 corridor to the north.  Finally, the existing 18-count fiber that runs from I-65 at Church Street to the Municipal Center is undersized for this additional capacity. Therefore, it will be replaced with a new 48-count fiber using an existing conduit.

Bids were received on June 22, with only two contractors submitting bids.  Stansell Electric Company, Inc. of Nashville, TN was the lower of the two bids at $195,595 (see attached bid tab).  Staff recommends awarding the contract to the low bidder, Stansell Electric.

Staff Recommendation
Staff recommends approval of the attached resolution awarding the contract to Stansell Electric Company, Inc. in the amount of $195,595.
Previous Commission Action
At the May 13, 2019 meeting of the City Commission, an agreement with Neel Schaffer was approved to provide design services for this project. 

At the February 10, 2020 meeting of the City Commission, the Commission provided authorization to obtain an easement from The Heritage at Brentwood for the fiber expansion project.

Fiscal Impact:
The engineer's estimate for the Fiber Optic System Expansion was approximately $290,000, therefore staff believes that the bids received are competitive and reasonable. 

At the time the budget for this project was initially developed, the need to increase the capacity in the fiber line along Church Street/Maryland Way was not known.  Therefore, the currently allocated budget of $100,000 in the Capital Projects Fund for this project is insufficient.  The overage will be absorbed either via savings in other FY 2021 Capital Projects Fund projects or out of the unallocated fund balance in the Capital Projects Fund.
