Resolution 2020-61 - Amendment to Agreement with Kimley Horn for Granny White Pike Bike Lane Study
Background
In October 2019, the City Commission approved a contract with Kimley Horn to conduct a traffic study to determine the impact of adding bike lanes along Granny White Pike as part of the planned resurfacing project.  In the course of that study, changes in scope and additional tasks requested by the City resulted in additional costs incurred by Kimley Horn.  These costs totaled $2,100 and are related to the following items:
 
  1. When the original traffic study was presented to the City Commission, there were questions whether the queue analysis for the southbound left turn at the Granny White/Foxland Hall intersection accurately reflected actual conditions.  As a result, Kimley Horn staff studied several additional days of traffic patterns.
  2. The original study assumed only Option 1 (four-foot buffered bike lane and elimination of center turn lane) was to be considered.  When concerns arose about the traffic impacts of that, Kimley Horn had to go back and develop additional materials to reflect what became Option 2.
  3. For the public meeting, staff requested Kimley Horn prepare full corridor aerial plots for both Options 1 and 2.  This was in addition to the planned public meeting materials included in the original agreement.

The total additional cost related to these services is $2,100.  If any questions, please contact the City Manager.
Staff Recommendation
Staff recommends approval of the attached resolution.
 
Previous Commission Action
Resolution 2019-93 authorizing the original agreement with Kimley Horn was approved on October 14, 2019.

Resolution 2020-44 authoring the installation of bike lanes on Granny White Pike based on Option 2 was approved on May 11, 2020.
