Resolution 2019-77 Acceptance of Proposed Site Work Subcontractors for Police Headquarters Project
Background
Construction design work is nearing completion for the Police Headquarters project proposed for construction on city-owned property on Heritage Way. In order to expedite the project construction, the City's selected construction manager, The Parent Company, recommended proceeding with bidding the site related work (grading, utilities, paving, etc.) early while final design work on the remaining building related portions of the project is completed.  This will allow the site work to occur during the more favorable weather period of late summer and fall.

Under our agreement with The Parent Company, they will hold all of the contracts with the various subcontractors on the project, and have already completed a pre-qualification process for subcontractors.  However, to maintain compliance with competitive bidding requirements, The Parent Company will solicit sealed competitive bids from all prequalified subcontractors for each bid package.  These bids will be submitted to the City and opened publicly just as if the City were bidding the project directly.  Following bid opening, The Parent Company will review all bids and recommend acceptance of what it determines to be the lowest and best bid.  The City Commission will then be asked to approve the recommended sub contractors per The Parent Company's recommendation.

Bids for the site work associated with this project, including grading, drainage, utilities, paving, etc. were accepted on July 10, 2019.  A total of three bids were received, with two bidding both site work and paving combined, while one bid the paving work only.  The bid summary is presented below:

Per the attached recommendation letter from The Parent Company, they are recommending acceptance of the site work bid from Civil Constructors in the amount of $1,440,444 and the paving bid from Four Star Paving in the amount of $547,106.75, for a combined total of $1,987,551.

If this recommendation is approved at the July 22, 2019 meeting, it is anticipated that grading work would begin in mid-August.  Staff will coordinate with The Parent Company and the architect design team to schedule a ground breaking ceremony sometime in August.  Final design work on the building construction aspects of the project continues, with bidding on that portion expected in September or early October.
