Approval of Purchase of Mobile gateways for Public Safety from Utility Associates Inc.
Background
The City's wireless network system for public safety vehicles has been using the same design since 2011 when we added mobile routers in the vehicles to offer a more efficient transfer and delivery of computer data to and from the vehicles.  The mobile routers are made by Utility Associates located in Decatur, GA.  These devices have been very reliable but are seven years old and technological improvements in the new models offer additional features and faster connection speeds.

The family of mobile communications routers provide public safety vehicles with fast and secure broadband Internet (4G/5G), FirstNet, WiFi connectivity, built-in GPS receivers and high-speed wireless data client upload capability. Patrol vehicles in the parking lot at City Hall, Service Center, and Safety Center East communicate to the City's network using high speed WiFi to dedicated access points. This allows the high-speed uploading of video data from multiple vehicles simultaneously while maintaining a secure chain of custody.

Currently the City has 66 mobile gateways: 56 in patrol cars and 10 in fire apparatus.  Last year, 30 mobile gateways were replaced (20 in PD, and 10 in FD) along with 3 access points.  This year's replacements will include 36 gateways in PD vehicles and associated equipment.  The installation for these devices, expected to cost approximately $5,100, will be done by Commtech and paid for separately. 

The purchase of the mobile gateways is funded in the FY 2020 Capital Projects Fund.  This is a sole source purchase direct from the manufacturer. It is necessary to purchase these specific products directly from the manufacturer to maintain technical compatibility with all existing equipment.

Staff Recommendation
Staff recommends the purchase of replacement Mobile Gateway devices for $56,160 from Utility Associates, Inc.
Previous Commission Action
The City Commission approved initial purchase of 30 mobile gateways at the July 23, 2018 meeting.
