Approval for Purchase of Seven Replacement Vehicles for the Police Department Under State Contract.
Background
The Police Department requests authorization to purchase seven (7) replacement vehicles for police functions under state contract. Six (6) of the proposed vehicles will be assigned to the Patrol Division. One of the vehicles, an SUV, will be fully equipped and marked to be used by a Field Training Officer (FTO). The other five (5) are sedans that will be fully equipped and marked to be used by Patrol Officers. The remaining vehicle will be a replacement for the Chief of Police.
 
The vehicle proposed for FTO is the Ford Utility Interceptor. The Interceptor is an SUV which offers more cab and storage space than the standard sedan. With the amount of equipment currently in the cab of a police vehicle, it is difficult for an FTO and trainee to ride comfortably in a sedan.The additional space, storage capacity and the versatility of the vehicle make it well suited for a FTO. The Interceptor is the same vehicle currently in use by PD FTOs.

The vehicle proposed for the remaining five Patrol replacements is the Dodge Charger. The Charger is the vehicle currently used by patrol for all non-specialized units.

The cost of the FTO Ford Utility Interceptor is $29,099.00. The cost of each Dodge Charger patrol vehicle is $22,912.00.

The replacement vehicle proposed for the Chief of Police is the Ford Explorer, the same as the current vehicle.  The Chief's existing vehicle will be transferred to the Assistant Chief and the Assistant Chief's current vehicle will be re-purposed within the Department's fleet. The cost of the Ford Explorer for the Chief of Police is $35,251.00. The total cost of all replacement vehicles to be purchased is $178,910.

Ford of Murfreesboro has been awarded the Tennessee State purchasing contract for the 2019 Ford Utility Interceptor and the 2019 Ford Explorer. Columbia Chrysler Dodge Jeep Ram has been awarded the Tennessee State purchasing contract for the 2019 Dodge Charger.

The purchase of these vehicles is in accordance with the FY 2019 Equipment Replacement Fund's vehicle replacement schedule.
