Approval for sole source procurement of two (2) traffic signal video detection systems from Southern Lighting and Traffic Systems.
Background
Many of the City's signalized intersections use video cameras to detect when vehicles are present for the purposes of traffic signal phase operations.  Video detection is a non-intrusive alternative to using inductive loops which are imbedded in the asphalt.  Consequently, video detection does not require maintenance/replacement as a part of repaving or asphalt patching at the intersection.

Due to the rigors of programming and troubleshooting and the impracticality of maintaining video systems from a variety of manufacturers, the City has been purchasing only one make of video detection equipment.  The particular model is the Econolite Vision which is the high definition version of the previously used Econolite Encore.  We are currently operating 23 video detected intersections throughout the City.  The Econolite systems work very nicely alongside the City's existing Advanced Traffic Management System.  It is also noteworthy to mention that at the City's request, TDOT has agreed to provide the Econolite Vision system as a sole source bid item on various TDOT managed construction projects planned or underway in Brentwood.

The total cost for the two systems is $38,934.00, from Southern Lighting & Traffic Systems and staff feels this price is fair and reasonable based on prior purchases of like items.  One of the two systems is planned to replace the temperamental detector loops currently being used at Wilson Pike and Crockett Road.  The other system was listed as a spare in the budget, allowing staff time to determine which intersection demanded priority attention.  At this time, we believe the second system will be employed at Granny White Pike and McGavock Road later in the fiscal year.  In the event that priorities change, we may decide to switch the location and plan for Granny White and McGavock at a later time.

Staff Recommendation
City staff recommends replacing both of the existing systems with the Econolite Vision model via sole source procurement.  This purchase is included in the FY 2019 Capital Improvement Program.
