Approval of Purchase of Rocket Mobile gateway upgrade for Public Safety from Utility Associates Inc.
Background
The City's wireless network system for public safety vehicles has been using the same design since 2011 when we added mobile routers in the vehicles that offered a more efficient transfer and delivery of computer data to and from the vehicles.  The mobile routers are called "rockets" and are made by Utility Associates located in Decatur, GA.  These devices have been very reliable but are seven years old and technological improvements in the new models offer additional features and faster connection speeds.

The family of Rocket mobile communications routers provide public safety vehicles with fast and secure broadband Internet (4G/5G), FirstNet, Wi-Fi connectivity, built-in GPS receiver and a high-speed wireless data client upload capability. The Rockets for the Fire Department vehicles also connect to the vehicle engine diagnostics port. Patrol vehicles in the parking lot at City Hall, Service Center, and Safety Center East can communicate wirelessly with the Utility Rocket Access Point and upload video data from their video recorders at high data rates from multiple vehicles simultaneously, while maintaining a secure chain of custody.

Currently the city has 64 Rockets: 54 in patrol cars and 10 in fire apparatus.  This scheduled replacement over two years will be at a total cost of $150,000, including installation. (Please see the attached detailed cost breakdown for the entire project.) This proposed FY 2019 purchase will include 20 units for police, 10 units for fire, and 3 access points for a total of $53,050 from Utility Associates, Inc. (see attached quote).  In addition to the purchase cost of the hardware, there is approximately $27,000 in installation costs.  The installation for these devices will be done by two local service shops. 

The purchase of the Rocket mobile gateways is funded in the FY 2019 budget with a projected total cost of $80,000.  This is a sole source purchase direct from the manufacturer to maintain technical compatibility with all existing equipment.

Staff Recommendation
Staff recommends the purchase of replacement Mobile Gateway devices for $53,050 from Utility Associates, Inc.
Previous Commission Action
The initial Rocket mobile gateways were approved for purchase by the City Commission on 9-12-2011.
