Background
The Fire & Rescue Department requests approval to purchase one (1) custom fire apparatus as scheduled in the FY 2019-2024 CIP and provided for in the FY 2019 Equipment Replacement Fund budget. This apparatus, also referred to as a quintuple combination pumper or “quint”, will replace existing Engine 53, a 2005 Pierce quint assigned to Station 3 on General George Patton Drive. The 2005 Pierce will be retained in reserve status.  As was its predecessor, the proposed apparatus is specifically designed to serve both the residential and commercial districts common to the Cool Springs area to which it will be assigned.  A quint is a versatile, multi-use apparatus consisting of ground ladders and an aerial ladder device, water tank, pump, and hose lines (sample photo attached).

In 2010 the Fire & Rescue Department utilized the Houston-Galveston Area Council (H-GAC) purchasing cooperative to acquire Engine 51, a 2010 Pierce Pumper.  Due to changes in Tennessee law between 2010 and the purchase of our next pumper in 2014, cooperative pricing could be considered but only through a competitive bid process.  However, even utilizing this process, Pierce Manufacturing still provided the lowest and best bid through H-GAC and was awarded the contract.  Additional revisions in Tennessee law since 2014 once again enable us to purchase through cooperatives without utilizing the formal bid process.  Given our successful history with cooperative pricing, and the reliability experienced by Pierce fire apparatus, the Fire & Rescue Department proposes to utilize this process to purchase another Pierce product in FY 2019.
   
Pierce offers discounts through two purchasing cooperatives; H-GAC (Houston-Galveston Area Council), a purchasing cooperative based in Texas, and FireRescue GPO, a program of NPPGov.  The City of Brentwood is a member of both and is therefore able to take advantage of group purchasing concessions that reduce the base bid price of the apparatus. Additionally, a second discount is offered for making partial (approximately 50%) pre-payment when the order is placed. Performance bonds provided by the manufacturer protect the City in cases where pre-payment is made ahead of delivery. This would result in a savings of $19,943.00 and a total net price for the apparatus of $899,943.00.  Pierce also offers a competitive timeframe from order to delivery of 10 months, while some manufacturers estimate delivery timeframes well in excess of one year.

Brentwood Fire & Rescue currently has three Pierce fire apparatus in the fleet.  The Department has been extremely pleased with the performance as well as the responsiveness from both the manufacturer and service provider. Pierce Manufacturing is based in Appleton, Wisconsin, where it began manufacturing municipal fire apparatus in 1913. Pierce is considered an international leader in the manufacture of fire apparatus. The company has a local sales representative and a warranty and repair facility in Memphis with mobile service available to respond to our location.

This replacement apparatus is budgeted in the FY 2019 Equipment Replacement Fund in the amount of $900,000. This amount includes the base apparatus price plus an allowance for tools and equipment from the manufacturer that are necessary to perform basic rescue and fire suppression functions.

A total of $900,000 was budgeted in the 2019 Equipment Replacement Fund budget for acquisition of Engine 53 replacemnt. Smaller equipment items necessary to outfit the apparatus and place it into service are expected to cost approximately $20,000 and will be paid for from the Equipment Non-Capital line item in the FY 2019 Fire and Rescue Department General Fund operating budget.
