Resolution 2023-65 requests approval of proposed changes to the OSRD Development Plan for the Rosebrooke Subdivision.
Background
At its regular meeting on June 5, 2023, the Planning Commission approved a revised preliminary plan for the Rosebrooke Subdivision. The changes include the following: 

- Section 4 has been separated into Section 4A and 4B
- The phase lines between Sections 4A and 5 have been revised
- Lots 78-87 have moved from Section 5 to Section 4A, and Lot 45 has moved from Section 5 to 6
- Lots 42-45 have been revised and Lot 46 has been relocated to the corner of Easton Drive and Heartwood Lane
- The detention area behind Lots 38 and 39 has shifted behind Lot 39
- A sidewalk has been added to access the existing cemetery located in open space 10
- The Sunset Road entry landscaping plan has been revised.  The entry walls have been shifted seven feet toward Rosebrooke Drive
- The total lot area has decreased from 85.42 acres to 84.03 acres.  The required open space has increased from 30.58 acres to 31.97 acres
- The total dedicated open space is 56.48 acres, and the overall excess open space remains 24.47 acres.

The subdivision continues to show 124 lots on approximately 175 acres. 

Because the proposal affects the improvements within the permanent open space for the subdivision, approval of the proposed revisions to the OSRD Development Plan is required by the Board of Commissioners, per the requirements of Section 78-185(b) of the zoning ordinance.  As part of the approval, the Planning Commission also forwarded a recommendation of approval of the corresponding changes to the OSRD Development Plan to the Board of Commissioners.

Staff Recommendation
Staff recommends approval of Resolution 2023-65.
Previous Commission Action
At its regular meeting of May 3, 2021, the Planning Commission voted to approve a revised preliminary plan for the Rosebrooke Subdivision. 

The revised plan includes 124 single family lots on 156 +/- acres of land, which is the same as the approved OSRD Development Plan.  The overall project is split zoned R-2/OSRD and includes a total of 142 lots on 175 +/- acres of land. Lots 1-8 are zoned R-2 and will front Sunset Road.  Lots 9-124 are zoned OSRD.  The proposed subdivision amenities will include: 
  • An asphalt multi-purpose trail along Sunset Road, and through the development,  
  • A clubhouse (2,400 sf),
  • A covered area (700 sf),
  • A pool, a Children’s pool,
  • An Overflow Parking area (40 spaces), and
  • A playground area.
The area of the permanent excess open space within the project decreased slightly from 24.55 acres to 24.52 acres (0.03 ac/1,307 sq. ft.).  A comparison of the open space calculations for the project is shown in the following table.

Because the proposal affects the area of the permanent excess open space within the project, approval by the Board of Commissioners of the proposed revisions to the development plan is necessary per the requirements of Section 78-185(b) of the Municipal Code.
