Background
As requested by a majority of Commissioners at the May 22, 2023 Board of Commissioners meeting, the attached resolution authorizes creation of an Ad Hoc committee to provide the Board of Commissioners with information regarding design options and operating policies and procedures, to include cost and revenue projections, for a possible racquet facility to be built in Crockett Park. 

As proposed in the attached committee guidelines, the committee would consist of seven members, all of which must be Brentwood residents.  The seven members would be as follows:
  • Five residents of Brentwood appointed by the Board of Commissioners who are not currently serving on any other City volunteer board;
  • One member of the Park Board appointed by the Park Board; and
  • One member of the Board of Commissioners appointed by the Board of Commissioners.
The five members appointed by the Board of Commissioners should include residents that reflect varying interests in tennis and pickleball; provided, however, that participation in racquet sports or membership in a racquet sport affiliated club or group is not a prerequisite for membership on the Committee and residents with general interest are also encouraged to apply.

Applications for the five resident member openings will be accepted June 13th through noon on June 30, 2023.  The Board of Commissioners will vote on the five resident members at its July 10, 2023 regular meeting.  The Board of Commissioners will also appoint its representative at the July 10th meeting.  The Park Board will be asked to designate its representative at its July meeting.  Parks Department staff would support the Committee as needed, and the Committee is not authorized to expend any funds nor can it enter into any contracts for professional services.

The Committee would have 90 days to complete its work and submit a final report to the Board of Commissioners that documents the research conducted, assumptions used in preparation of financial projections, and the pros and cons of the various facility design options and operating policies and procedures considered.  The Committee would be subject to the Tennessee Open Meetings Act.
Staff Recommendation
This resolution is being presented at the request of a majority of the Board of Commissioners.
