Resolution 2023-59 - Approval of Change Orders with Mid South Restorations, LLC for Additional Work at the Cool Springs House

Background

On March 27, 2023, the City Commission approved an agreement with Mid South Restorations LLC for wood repair and painting at the Cool Springs House. That work was authorized via Resolution 2023-39, and the cost of the work was $24,300. During the course of the project, Mid South uncovered deteriorated studs and corner support beams that were previously not visible (see photos attached). There were also some fascia boards whose ends had wood rot, however, this was not visible due to caulking that had been added by a previous contractor. Proposals were provided for $7,100 and $4,410 for the additional work as it was discovered, which staff authorized to avoid delays that would negatively impact scheduled rental events.

Also included herein is a third change order for replacement of a kitchen window at the back of house. That work had not been in the original scope, but should have been. Options were provided that included minor repairs to temporarily weatherproof the window ($1,450.00), replace it with a stock residential window ($2,528.00), or replace it with as close of a facsimile as possible ($4,685.00). Given that historical nature of the home, staff recommends the latter. That work has not yet been authorized as it will not impact scheduled events.

The total cost of the changed orders is $16,195.00. Staff requests an additional $3,000 (total of $19,195.00) be authorized in the event that removal of the existing window reveals deterioration not currently visible.

Fiscal Impact:

The total cost for this additional work is $16,195, with staff requesting authorization to approve up to an additional $3,000.00 if additional deterioration is found when the window is removed. This amount will be absorbed by the Facilities Maintenance Fund's unspent FY 2023 appropriation.
