Background
In 2020, the Public Works Department began a program to line and rehabilitate deteriorated and failing storm culverts.  As the City's vast network of storm water culvert pipes continue to age, the Public Works Department is working to maintain, replace, or rebuild these conveyance systems to ensure proper operation for many years to come. As the need for repair is identified, each pipe section is evaluated independently to calculate costs and impacts related to various methods of maintenance or replacement.

One available option is to line an existing pipe segment with a reinforced concrete liner.  This process allows us to construct a reinforced concrete pipe (RCP) within the existing host pipe.  Once in place, the new RCP becomes the asset pipe as the existing pipe can continue to deteriorate in place without concern.  While lining the existing pipe reduces the overall pipe diameter, there are engineering calculations (called the Manning Coefficient) which demonstrate that the volume of water conveyed by the smaller diameter smooth walled pipe remains the same when compared to the larger diameter corrugated or ridged wall pipe.

While the cost difference between pipe lining and pipe replacement isn't always significant, pipe lining is often far less impactful as it doesn't require the same extent of excavation, restoration, road cuts, traffic detours, or removal and replacement of landscape/trees, which is where the time and cost savings are realized.  

On June 7, 2022, bids were received for a new Pipe Repair & Lining Contract on a unit-price basis.  It was explained that there is no minimum value to the task orders that may be issued, however some historical work examples were provided to help bidders determine the potential scope of work.  The intent is to use the unit prices to estimate and authorize repair projects on an as-needed basis.

Proshot Concrete, Inc., who has been responsive and professional in working with the City over the past few years, was the only bidder who submitted a bid after more than 250 views of our project documents online. Staff has reviewed the bid submittal with the City's consulting engineer, and we have determined that it is appropriate to accept the bid provided by Proshot Concrete, Inc. The contract provides for a one-year term with the potential of four one-year extensions if the City remains pleased with the work and if Proshot Concrete agrees to the extension(s). If both parties agree to the extension(s), the original unit price bids will be increased or decreased in accordance with the Consumer Price Index.

 
Staff Recommendation
Staff recommends award of the FY 2023 Pipe Repair & Lining Contract to Proshot Concrete, Inc.

Through Resolution 2020-10, the City Commission approved a contract with Proshot Concrete, Inc. on February 10, 2020.

Fiscal Impact:
The Capital Improvement Program allocates $150,000 for normal stormwater culvert rehabilitation.  Staff is requesting additional funding authorization for up to another $500,000.  This additional funding authorization would come from ARP (American Rescue Plan) funds for work on additional pipe segments that are identified through the ongoing Stormwater Master Plan effort.
