Resolution 2022-57 - Authorizing an Agreement with Neel-Schaffer, Inc. for design services for soil stabilization and drainage improvements along a former access road serving the location of a former water tower generally located between Heathrow Boulevard and Walnut Drive.
Background

In the spring of 2021, City staff members were notified that property owners near Heathrow Boulevard and Walnut Drive (near the former site of a City water tower and access road) were receiving drainage from neighboring properties and experiencing flooding in significant rain events. Because the property owners attributed this drainage to the removal of the City's water tower and associated access road, City staff decided it was warranted to have further investigations performed. Therefore, on June 3, 2021, the City contracted with Neel-Schaffer, Inc. to provide an evaluation of the current drainage conditions.

The findings of the June 2021 study documented two locations where a manmade berm along the former access road route are breached as evidenced by low points in the berm. There is also missing vegetation on the berm bank. The study also concluded that the majority of runoff enters downstream properties from lot(s) themselves or from the hill west of the water tower site and not directly from the former tank site or access road. As a result of the investigation, Neel-Schaffer recommended an additional study to evaluate grading options for the former access road to more completely collect runoff and convey it to the existing receiving channel.

In working with Neel-Schaffer on the city-wide stormwater master plan, it was determined to move forward with the request for professional services at this location since the initial site assessment is complete and no additional information is required from the stormwater study.

The design services proposed in this Scope of Work address survey, soil stabilization, drainage design, and access road grading with recommendations to be included in the form of a geotechnical report and final construction plans. The services listed in the Scope of Work will be performed at a cost of $28,617.
