Resolution 2022-63 - Authorization to acquire needed right-of-way and easements for the re-alignment and widening of a 2.4 mile section of Split Log Road from east of Pleasant Hill Road to the intersection of Sunset Road and Waller Road. The improvements include a 3-lane curb and gutter cross-section with a 10-foot wide multi-use path on the south/east side and a 6-foot wide sidewalk on the north/west side.
Background
Initial work in Fiscal Years 2022 and 2023 includes preliminary engineering and right-of-way (ROW) design to identify the alignment and required land acquisition in this rapidly developing corridor. Coordination with the proposed Rosebrooke subdivision development and Taube development is ongoing to ensure ROW for the corridor is preserved during the subdivision planning process.  However, the timing of general ROW acquisition and the dedication of ROW through the normal platting process for future subdivision development may not coincide, so direct dedication negotiations prior to platting may be necessary.  ROW and easements will be needed along the entire corridor from other property owners. The first phase of the project from Sam Donald Road north to the Sunset/Waller intersection is scheduled for ROW acquisition beginning in FY 2024 and includes approximately 25 properties.

The Commission approved a design agreement with Sullivan Engineering, Inc. (SEI) at the December 13, 2021 meeting.  Since that time, staff has been working with SEI on various aspects of the design including the horizontal and vertical alignment, utility coordination, and traffic control phasing. The project is in the preliminary design phase. Commission authorization is required in order for staff to begin negotiations with the property owners as needed.

With City Commission approval, staff will move forward with ROW/easement acquisition as appropriate as the project progresses.

Previous Commission Action
A contract for design of Split Log Road Phase 3 with Sullivan Engineering, Inc. (SEI) was approved by the Commission at the December 13, 2021 meeting via Resolution 2021-141.

The actual cost of the right-of-way and easements will be based on certified appraisals and negotiated with each property owner. At this time the Capital Improvements Program for this project includes a total of $1,000,000 to cover the cost of appraisals and the actual cost for acquiring the needed property.  This budget number will be refined and adjusted as design work continues and property impacts are more definitively determined.
