Resolution 2022-62 - Authorization to acquire needed right-of-way and easements for the widening of Ragsdale Road between the intersection with Split Log Road and the Glen Ellen Subdivision. The widening includes a 3-lane curb and gutter road with a center turn lane and intermittent raised median. A 10-foot bike/pedestrian path behind a 5-foot grass strip is planned on one side with a 6-foot sidewalk on the other side if sufficient land is available.
Background
Staff is working with the engineering consulting firm, Alfred Benesch and Company ("Benesch") on the design for the Ragsdale Road improvements. The project is in the preliminary design stage and coordination with the Ragsdale Road development plans is required in regard to easement and right-of-way acquisition and construction phasing.

The Commission approved a design agreement with Benesch at the September 27, 2021 meeting.  Since that time, staff has been working with Benesch on various aspects of the design including the horizontal and vertical alignment, storm drainage, floodplain assessment, and slopes.  Right-of-way and easement acquisition will be required on up to approximately 16 tracts.  Commission authorization is required in order for staff to begin negotiations with the property owners. Right-of-way acquisition is expected to begin in FY23.

Previous Commission Action
A contract for design of Ragsdale Road with Alfred Benesch & Company was approved by the Commission at the September 27, 2021 meeting via Resolution 2021-108.

The actual cost of the right-of-way and easements will be based on certified appraisals and negotiated with each property owner. The Capital Improvements Program for this project includes a total of $1,550,000 to cover the cost of appraisals and the actual cost for acquiring the needed property.
