Background
 The Water Services Department (WSD) budget for FY 2022 includes continued replacement of the Supervisory Control and Data Acquisition (SCADA) system used in monitoring, data acquisition and remote control of water distribution and sewer collection facilities such as pumping stations, pressure control devices and water tank levels.  The SCADA system consists of a software platform used to interface with hardware systems located at each remote (station) site.  Various communication technologies such as radio, cellular and fiber are used to receive/collect/transmit system operational data from each facility.  The old system, which was a proprietary system that would not permit off brand or universal replacement components is no longer supported for both software and hardware.  Over the last several months the department began replacing site hardware to a non-proprietary overall system that has greater serviceability and much more robust system monitoring, alarming and historical data retrieval. 
 
In February of this year, the department solicited requests for proposals from qualified firms to provide the remaining services needed to fully upgrade the SCADA system and provide for long-term annual maintenance services.  Products and services sought for completion of this project include:  purchase of a SCADA software package, software integration, commissioning and staff training of the new software; upgrades to station and tank site hardware and continued software programming to the new individual site hardware; and continued annual maintenance services as needed.  

On March 30th, the department received eight proposals from a wide variety of firms.  A proposal review committee was established that included representation from the Technology Department.  Two firms were shortlisted for further evaluation and demonstration of their respective software package.  After much consideration of the products and services offered by the two vendors, the committee is recommending an agreement with  Prime Controls, LP, Nashville, Tennessee.  

Prime Controls is a large, national firm with a Nashville office very experienced in SCADA, utility system controls, automation and instrumentation.  Prime Controls is also very experienced in pump station controls and instrumentation and can assist the department in this area as well.  Their services would replace the services previously provided by CommTech Communications over the last 20+ years.  The software package Prime Controls is representing for this project, VTSCADA, has a very large presence in the utility industry nationwide as well as several local utilities currently utilizing the VTSCADA platform (City of Franklin, City of Spring Hill and Hendersonville Utilities).  The VTSCADA software package is a very reputable, robust program that allows for portability (use on smartphones, iPads, etc.) with very capable alarming, control and historical data collection and reporting. 
 
Accordingly, enclosed for the Board’s consideration is a proposed agreement with Prime Controls, structured to provide the aforementioned products and services in multiple phases and also to provide long-term annual maintenance services on an as needed and on-call basis.  The department’s SCADA project budget for the first year or FY 2022 is $250,000.  This will include software purchase and development and roughly 13 station site hardware upgrades and software integration for those facilities.  The agreement can continue for a term of up to four more one-year periods for continued site upgrades and annual service maintenance based on time and material pricing included in the attached pricing exhibit.
