Background

The Public Works Department Traffic Division is responsible for the school zone flashing warning lights throughout the City. The light fixtures suspended over Crockett Road near Crockett Elementary and the light suspended over Concord Road near Lipscomb Elementary are hung from wooden poles. As the wooden poles have aged, the wood has become rotten and the bolt anchors through the wood continue to develop slack. The continued weight of the lights combined with the stress of wind can ultimately cause failure if not addressed.

The Public Works Department issued an invitation to bid for replacement of the wooden poles and the support cabling. On June 2nd, 2021 we received and opened two sealed bids. S&W Contracting Company, Inc. was the low bidder by approximately 20% with a bid of $36,600. S&W Contracting Company, Inc has done a good deal of work for the City, including the traffic signal installation at Franklin Road and Fountainhead Drive, and staff is pleased with their overall workmanship and professionalism.

Staff Recommendation

Staff recommends award of the contract to S&W Contracting Company, Inc. of Murfreesboro, TN. Immediate award should allow for the replacement of the wooden poles, the tension wire cabling, and reinstallation of the existing School Zone Flashing Warning Lights, before school resumes on August 6th.

Fiscal Impact:

S&W Contracting Company's proposal for supplying 10-30' wooden poles and 400' of span wire/cabling is $36,600.00. This amount is approximately 18% lower than what the City budgeted for this project.
