Background
Brentwood currently boasts 14 parks totaling hundreds of acres and an ever-expanding trail system of nearly 25 miles. While the value of these amenities from a beauty and personal wellness perspective cannot be denied, they do present some unique challenges to Fire & Rescue Department access during medical events and other emergent incidents. Ankle and leg injuries, bicycle accidents, and cardiac events are all too common within our park system.

Brentwood Fire & Rescue has developed a General Operating Guideline specific to responses in the parks and on the trails. This guideline currently directs our personnel to respond with a 4x4 pickup truck which is used to navigate the trails and bring patents to the nearest parking area where they are transferred to a waiting ambulance. While transporting injured patents in the back of a pickup truck isn’t ideal, it has been the only option for our crews up to this point. Besides not being ideal for the patient, these large vehicles can also cause damage to the trails and greenspace areas.

Approximately two years ago, the Fire & Rescue Department began researching other options for trail access and patient transport. The most practical option identified is a smaller all-terrain vehicle (ATV) specifically equipped for that purpose. While ideal, it was discovered that a properly equipped vehicle would require a significant investment of over $30,000.  Then, earlier this year, an opportunity arose. Williamson County was purchasing several of these equipped ATVs for distribution and use around the County. Staff approached them regarding storing one in Brentwood and allowing access to our personnel, which has resulted in the Agreement before you today.

The ATV being provided is a Kawasaki Mule. It will be equipped with numerous accessories for emergency response including lights and siren, radio, and a medical skid for patent transport. Total cost for the unit with the added equipment is just over $31,000.00.  However, through this agreement this ATV will be available to us at no cost in exchange for our furnishing an indoor storage area and a trailer to transport it. Dave Bunt has provided storage in the new Smith Park barn, and the Fire & Rescue Department already possesses an appropriate trailer. Per the agreement, the vehicle will be available for us to use for emergency responses, special events, and any other purpose deemed necessary by our personnel. In exchange, we agree to make it available as a mutual aid asset for major events and incidents that may take place outside of Brentwood and within Williamson County.  In addition, the City will be responsible for insuring the vehicle and performing routine maintenance, upkeep, etc.

We are extremely excited about this partnership with Williamson County and the ability to acquire a much-needed asset which will serve our residents and visitors without major investment on the City’s part.
 
Staff Recommendation
Staff Recommends approval of a Limited License Agreement with Williamson County for storage and use of an off-road fire & rescue response vehicle.
