Background
Every year the Public Works Department evaluates streets throughout our roadway network for resurfacing work the following fiscal year.  While there are several factors considered during this evaluation, including pavement condition, ride quality, traffic volume and speed, scheduled utility work, and even related drainage issues, the visual assessment is somewhat subjective.  

Over the last two decades, several types of Pavement Condition Ranking Services have evolved, and additional technology has been developed to measure pavement deterioration and scientifically classify the pavement to aid in decision-making.  Furthermore, there are a growing number of preventative maintenance treatments successfully designed to extend pavement lifecycle and stretch pavement related funds.  For instance, the climate in our region leads to excessive oxidation of the asphalt that over time leads to cracking and raveling of the asphalt surface.  There are several preventative maintenance techniques that can protect against this oxidation, similarly to how sunscreen protects the skin from UV damage.  

While the data derived from a condition assessment is static, good data can effectively be used to help guide pavement resurfacing and treatment decisions for 3-5 years.  In February 2021, Public Works released an RFP for Pavement Condition Ranking Services which are recommended to be preformed every 3-5 years.  We received six different proposals for Pavement Condition Ranking Services.  The data collection methods vary as well as schedule and the deliverables. 

Each proposal was closely reviewed and scored using set criteria.  Of the top three scores, StreetScan scored 67 and the two other proposals scored 69 and 70.  The proposal scoring 69 was eliminated due to the cost being more than double the other five proposals.  Representatives from Public Works, Engineering, and GIS collectively participated in a virtual demo with the other two companies so staff could learn more about their proposed process, scheduling, deliverables, data management, and references for similar work.  The staff group collectively agreed that the least expensive of the six proposals best serves the City's needs, despite scoring 3 points lower than the highest in the preliminary ranking.
 
Staff Recommendation
Public Works recommends awarding the Pavement Condition Ranking Services to StreetScan. The firm has 30+ employees focused on providing pavement evaluation services to customers throughout the US and Canada.  With more than 200 surveys successfully completed over the firm's 12-year history, their work will help optimize our pavement budget, recommend preventative maintenance measures for future consideration and discussion with the Commission, and the data will help us better defend our pavement related decisions.
