Background
The intersection of Murray Lane and Holly Tree Gap experiences significant delay during peak times and during school arrival and dismissal periods (see attached location map).  Continued growth in the unincorporated areas of Williamson County that flows through this intersection is anticipated, and the delay at the intersection will continue to worsen.  The fact that the intersection is a three-way stop is especially problematic.  

In 2019 staff recommended a study, which the Commission approved, of several options for improvements to reduce delay and increase the capacity at this location.  Three potential options considered, were as follows:
  1. Signalize the intersection, which would include widening for turn lanes;
  2. Construct a roundabout; or
  3. Continue to operate with all-way stop control.
The study, conducted by Neel Schaffer, investigated key parameters of each alternative to aid in making the most informed decision. Some characteristics considered included:
  • Safety;
  • Capacity to handle current and future traffic (including school traffic);
  • Impact to neighboring properties;
  • Level of service; 
  • Cost; and
  • Constructability.
The study concluded that a roundabout was the best overall alternative from a traffic flow perspective but cautioned that further study was needed to determine if a roundabout could in fact be constructed at this location due to utility as well as other potential conflicts. 

Therefore, staff prepared a Request for Qualifications (RFQ) to conduct further study and prepare design documents for the selected alternative.  Staff ultimately recommended, and the Commission approved, an agreement with Alfred Benesch & Company (Benesch) for the project.  At that time staff suggested this effort be broken down into two phases:
  1. Concept Review & Preliminary Engineering to confirm selected design alternative; and
  2. Roadway Design based on final selected alternative. 
Now that phase 1 is complete, and after coordination with Harpeth Valley Utility District, staff feels a roundabout can be constructed at this location with no greater impact to utilities or adjacent properties than would be the case if the intersection were signalized.  Therefore, staff requested Benesch prepare an amendment to our original agreement to accomplish phase 2 design services.

City staff and engineers met with several property owners directly affected by the project on May 12.  The owners expressed concerns about roundabout functionality as well as property impacts.  While ideally the property owners would prefer to see the roundabout moved further away from the immediately adjacent properties at the corner, staff does not believe that is practical given the significantly increased costs (potentially $1 million +) that would be associated with relocation of the existing water utility vaults.  Staff and the engineers did take note of several concerns and will try to address these to the greatest extent possible during the final design and right-of-way acquisition phase of the project.

The attached amendment for the agreement with Benesch will authorize them to complete design, including bid documents, some work conducted in the first phase will carry forward into the second phase.  The attached document includes a detailed description for the work to be completed in this phase.  It should be noted that this does not include Construction Administration or Inspection services. If that is deemed necessary as we progress toward the bid phase, a separate agreement will be prepared and presented to the Commission at that time.

The attached addendum for Phase 2 has a total cost of $125,907.20 and staff recommends approval.

Previous Commission Action
The Commission deferred consideration of this item at its May 24, 2021 meeting.

The Commission approved an agreement with Benesch for a feasibility study at this intersection at the August 10, 2020 meeting via Resolution 2020-73.
