Resolution 2021-71 - Adopting Revisions to the John P. Holt Brentwood Library Policy Manual
Background
The John P. Holt Brentwood Library Policy Manual incudes all the revisions recommended by the Library Board since the last revision the City Commission approval on January 12, 2021.  These revisions will be helpful to the Library staff in providing better public service, but most importantly the revisions align the Policy Manual with the Standards for Public Libraries published by the State Library and Archives.  There are extensive updates to the overall contents in layout, with forms being moved to the appendix, and the addition of a few topics that were recommended in the Standards for Public Libraries.  Each change is described briefly below, and the page on which it appears is cited.  
 
1. Throughout the Policy Manual, many updates have been included that are not substantive but are included to clean up language; eliminate redundancies; remove words, phrases, or items that are not necessary; take care of restructuring; and make the document flow more smoothly.  For example, this includes but is not limited to:
  • Removing the word “statement” from the titles of sections as unnecessary;
  • Use the entire title “City of Brentwood Board of Commissioners” when this entity is referred to for clarity;
  • Removing the word “Library” where it is unnecessary, and capitalizing it in all places where it refers to the Brentwood Library.
Updates to layout and page numbering will take place following any approvals or corrections to the document.
 
 
2. The following list includes those updates that contain substantive changes.
 
II.  Operational Guidelines, A. General Guidelines of the Library, 1.  General Rules of Conduct, f., page 7.
This paragraph was removed after consultation with the City Attorney regarding the possibility of violating First Amendments rights.
 
II.  Operational Guidelines, A. General Guidelines of the Library, 2. Internet Access and Computer Use Rules, page 8.
In paragraph two, this statement has been updated to make clearer the Library’s responsibilities and rules regarding the on-site use of the internet and computers.
 
II.  Operational Guidelines, A. General Guidelines of the Library, 2. Internet Access and General Computer Use Rules, a., page 8.
Fees for copies on the public computers have been updated.
 
II.  Operational Guidelines, B. Developing the Collections, 6. Donations, a.-d., page 15-17.
The older version of descriptions of Donations was deleted and replaced with an updated version to reflect policy and procedure changes.
 
II.  Operational Guidelines, C.  Operational Procedures, 1. Library Cards, h., page 18.
A description of the newly available eCards was drafted and included.
 
II.  Operational Guidelines, C. Operational Procedures, 2. Circulation Guidelines, h., page 19.
The description of vacation extensions on items checked out was removed, as automatic renewals actually take care of any item needing a vacation extension.
 
II.  Operational Guidelines, C. Operational Procedures, 5.  Replacing Lost or Damaged Materials, page 20.
The chart outlining costs for replacement of lost or damaged materials has been updated to reflect price increases.
 
II.  Operational Guidelines, D. Reference, Introduction, 1., and 1. a.-f., page 21.
This section containing description of the Reference Department has been created to describe the function of that department.
 
II.  Operational Guidelines, E.  Programming, 1. Planning, Resources, and Execution, b.  Programming Resources, final paragraph, page 25.
This paragraph was inserted to outline the Library’s ADA policy regarding programs.
 
II.  Operational Guidelines, E.  Programming, 1. Planning, Resources, and Execution, d.  Sales, bullet points, page 25-26.
In the second set of bullet points in this section, there are updates to reflect the policy on sales at the Library.
 
II.  Operational Guidelines, E.  Programming, 2.  3D Printer, page 26-28.
The policy on the use of the 3D printer was rewritten to reflect new uses and guidelines.
 
II.  Operational Guidelines, F.  Facilities,
1.  Grounds, 2.  Surveillance, 3.  Library Zones Page 29-30.
New sections were added to clarify the use of the Library facilities and also clarify the surveillance policies and use zones in the building.
 
II.  Operational Guidelines, F.  Facilities,  5.  Meeting Rooms, d. and e., page 33-34.
Changes to these sections include non-substantive updates, rental fee increases, and additions to polices concerning the meeting rooms.
 
II.  Operational Guidelines, F.  Facilities,  6. Special Events and Partnerships, page 37-40.
This section has been created to outline policies regarding events where the Library works with other businesses, institutions, organizations, or individuals to provide programs.
 
IV.  Appendices, Appendix A, The John P. Holt Brentwood Library Board of Trustee Bylaws, Article II, Membership, Section 2: Regional Representatives, page 48.
The second paragraph in this section will be removed to reflect that by a recently passed State law, the state’s regional library boards will be dissolved.
Staff Recommendation
Staff agrees with the Library Board recommendations and requests approval by the City Commission of the proposed revisions to the John P. Holt Brentwood Library Policy Manual.
Previous Commission Action
On January 12, 2021, City Commission approved Resolution 2021-02, Library Policy Manual revisions.
