Background
As part of the Police Headquarters project, there is a variety of owner provided equipment that is outside of the construction contract with The Parent Company.  This includes furniture, technology equipment, and audio-visual system components. 

With the assistance of the Architect Workshop design team, staff recently completed a competitive bidding process for the audio-visual system components and integration.  The system includes comprehensive integration of audio, video, control, cabling, terminations, distribution frames and networking components. Interface and coordination with the local area network being installed in the building is integral and includes substantial networking integration at the cabling, hardware and software levels. 

Four firms submitted bids for this project, with bid amounts ranging from $305,439.17 up to $389,336.56 as shown below:

The City's Technology Director and the audio-visual consultant on the design team have had discussions with Redwire representatives to ensure they fully understand the scope of work, system requirements, etc. and are capable of fulfilling the contract per their bid.  Both are comfortable with Redwire's ability to fulfill the contract services (see attached recommendation letter).

The Redwire bid price of $305,439.17 is below the project budget allowance of $350,000 for these services.  Given the nature of these services and the potential for minor changes being identified during the installation and integration phase, staff is requesting the City Commission approve funding authorization for an approximately 10% contingency allowance ($30,000) to facilitate any small scale change orders that might become necessary in the course of the project.  This contingency allowance will not be added to the contract and would only be expended upon written approval of a change order by city staff.
Staff Recommendation
Staff recommends approval of the attached Resolution authorizing an agreement with Redwire, LLC in the amount of $305,439.17 plus funding authorization for a $30,000 contingency to be used only with written authorization by city staff.
