Approval to Purchase Network Security Firewalls from Presidio

Background

One of the primary layers in the City’s network security are Firewall appliances. We have two at City Hall, one is the primary and the second is a hot standby so it will automatically take over if the first one has a failure or if it needs to be taken offline for maintenance. There is also a single Palo Alto firewall at the Library for our backup Internet connection.

The purpose of a firewall is to protect the city’s internal networks and connected computers while allowing internet access to PC’s and laptops. The City of Brentwood uses next generation firewalls from Palo Alto Networks. While all major manufactures use basic firewalling concepts, Palo Alto firewalls also provide content filtering, antivirus, and anti-spyware. The City Hall firewalls are almost 5 years old and are scheduled for replacement. The City paid $57,761 for the two current firewalls at City Hall and pays $20,889 annually for maintenance and subscription fees. The total cost of ownership has been $162,206 for five years.

Staff has been working with Presidio and PaloAlto to reduce the cost by prepaying the cost of maintenance and subscription fees for three years to $18,103 annually ($54,307.58 total) and they reduced the cost of the two firewalls to $27,615, (approximately 50% savings for the pair). This will reduce the cost to $81,922.58 for three years with anticipated cost of $19,000 for the fourth year. This will be an approximate savings of $60,000 for the life of the new firewalls compared to the ones being replaced.

Staff is recommending purchase of these firewalls from Presidio for $81,922.58 under GSA Schedule #GS-35F-0119Y. This is a budgeted expense from the equipment replacement schedule.
