Resolution 2020-26 - Adopting the Capital Improvements Program for Fiscal Years 2021-2026

Background

Staff requests formal adoption of the FY 2021-2026 Capital Improvements Program (CIP) via the attached resolution. As you know, the CIP is an essential component for addressing the long-term infrastructure and facility needs of the community in a systematic and financially responsible manner. The proposed six-year plan includes 51 projects and improvements with a total anticipated investment of $149,570,000. Approximately 64% of the proposed expenditures are related to various transportation and utilities projects, with an additional 36% related to City facilities and equipment. The remaining projects are focused on the parks, technology and storm drainage needs of the City.

The draft CIP was reviewed by the City Commission at a work session on March 31, 2020 with formal public hearings on May 26, June 8, and June 22. No changes or revisions to the draft plan were proposed or suggested at the work session or public hearings prior to today's date.

Staff Recommendation

Staff recommends approval of the resolution adopting the Capital Improvements Program for Fiscal Years 2021-2026.

Previous Commission Action

In June of each year, the City Commission adopts the Capital Improvements program for the following six-year time period. The FY 2020-2025 CIP was adopted on June 25, 2019.

The Capital Improvements Plan is a planning document only. No funds are appropriated by virtue of its adoption. The first year expenditures included in the CIP are typically incorporated into the annual budget proposal.
